LA-CAMFT 2023 Teletherapy Workshop:
Basic Competencies in Telehealth

Linda J. Hoffman, PsyD

New Law AB 1759 goes into effect on July 1, 2023. It requires all licensed therapists applying for license renewal and associates who are applying to take the licensing exam to have 3 hours of training in the delivery of mental health services via telehealth, including law and ethics. Read more about the new law here: https://www.bbs.ca.gov/pdf/ab_1759_faq_telehealth.pdf.

This presentation meets the BBS requirement and covers basic competencies in the provision of mental health services via telehealth. Competencies being addressed include, but are not limited to: legal and ethical standards (including jurisdictional issues and HIPAA requirements), risks and benefits, informed consent, communication and safety issues, research on effectiveness, assessing clients for appropriateness, and common video presentation issues.

Educational Goal: To prepare psychotherapists to respond to and manage the legal, ethical, clinical, and technical issues associated with the provision of psychotherapy via telehealth. At the end of this presentation, participants will be able to:

  1. Describe the legal and ethical issues associated with providing psychotherapy in jurisdictions outside their State(s) of licensure.
  2. Articulate informed consent standards related to telehealth.
  3. Summarize communication and safety issues that may arise in a telehealth setting.
  4. Determine how to assess the appropriateness of telehealth for clients.
  5. Solve common video presentation issues.

Linda J. Hoffman, PsyD, is a clinical psychologist living in Los Angeles, California. She is licensed in California and New York and owns a 100% telehealth private practice, Above the Line Psychotherapy, that serves entertainment industry professionals. Dr. Hoffman is also a Senior Lecturer in the Master of Marriage and Family Therapy program at the University of Southern California. Before the COVID-19 pandemic, she completed extensive training in the provision of psychotherapy via telehealth including legal and ethical issues related to the delivery of mental health services using other technologies. Dr. Hoffman has lectured on telehealth best practices and consulted with programs about training clinicians to be telehealth providers.
